During the first quarter of 2001, the DSL debate is as complicated and confusing as the provisioning of the service itself. Some argue that DSL is dead and will soon be upplanted by fiber-to-the-home and gigabit-Ethernet technologies. Others are unrepentant in their thinking that DSL represents the final word on broadband delivery. While the Report does include a list of voice CLECs providing DSL, it does not profile these operations.
