Terry Barnich, with whom I founded New Paradigm Resources Group, Inc. (NPRG), was killed in Iraq on Monday, May 25, 2009. Terry had been in Iraq since 2007 where he was working with the US State Department and the Iraqi people to help rebuild Iraq's infrastructure. His memory lives on in our hearts and in our work.
Terry and I founded NPRG in 1993. He served as President & CEO since that date. Prior to co-founding NPRG, Terry served as Chairman and Commissioner of Illinois’ public utility regulatory body, the Illinois Commerce Commission, from October, 1989 through November, 1993. Terry previously served as Legal Counsel to Governor James R. Thompson from April 1984 until his appointment to the Commission. Prior to his government service he was in the private practice of law in Chicago.
Terry received his law degree from Fordham University in New York City, where he was a member of the Fordham Urban Law Review, and a bachelor’s degree from Georgetown University, Washington, D.C., where he graduated with honors in history.
Throughout his respected career, Terry actively examined the competitive aspects of utility regulation, particularly with respect to telecommunications and electricity generation. His many articles appeared in a variety of popular and trade publications, including The Wall Street Journal, Crain’s Chicago Business, Public Utilities Fortnightly, The Washington Times, The Journal of Commerce, Phone+, Telephony, X-Change Magazine, Chicago Tribune and Chicago Sun-Times. He was an Adjunct Fellow of the Hudson Institute.
Terry was highly sought-after for his expert testimony on a wide range of regulatory issues associated with emerging competitive markets, appearing before legislative as well as administrative bodies.
